A reopening would take at least 3 years from approval from Bouganville Board. Prior to that you would need all Government approvals in place PLUS fresh feasibility studies which in turn would take around 2 years as a minimum.
In the meantime you have declining grades and copper output from mines in Chile.
Net effect, basically nothing. The market could absorb this added capacity without bothering to loose any sleep.
