While I think it is true that a CR or SPP may put a tempory dampener on the SP, I think this is partially priced in at present. I also think the announcement of either will be preceded by more positive news, i.e final approvals, exploration results etc.
It does sound like they are organised, eager and ready to move once the approvals come through.
