Sorry I think you can issue Con Notes if you know you will have income to fund them in the future. we do have that we have gas that after ALcoa will fund the con notes. Its not the same as an explorer that has no base of income.
So I agree with Redfern - what you are doing is recouping your capital from the plant via a con note to get you to the end of the Alcoa debt.
By the way I think there are a few explorers doing con notes AZZ, sxx , bgh etc... Not all flash but they have done it.
