Not necessarily. There is a lot of BUYING AND SELLING in that ann from DB. A quick scan suggests they dropped about 800,000 shares (maths could be wrong). Anyway, they only have to drop marginally below 5% to no longer be a substantial shareholder. Who knows what game they're playing.
