I think the concept models are a pretty standard offering by participants across all auto shows - these concepts are designed to grab attention, open up collaborations, seed future deals, start conversations, get in the news, stand out from the crowd, push out the brand name, remain relevant etc etc (granted it's a very strange looking vehicle).
A quick google news search for Vmoto EICMA reveals plenty of coverage and promotion of the Vmoto name in concert with Pininfarina...:

....hopefully for the right reasons and hopefully not a waste of money.......A look at one of the content providers shows it being reported objectively:

Let us hope this is not indeed Vmoto's moment version of the below.......(people from the 70s and 80s will get the significance of the image, if not - google search "jumping the shark")
