RE: Question 'Two years to complete EIS'

At page 19 of URL's 'Target Statement' dated 18th Feb 2005 are the following claims:

* The expected submission date for the EIS is in June 2005.

* No obvious delays to the project timeline have been identified.

So given that the EIS was submitted in April 2008 (on a lower environmental impact basis ie. without creek diversion) means that the EIS was well OVER two years LATE!

Had the EIS been in place, URL would have been well placed to get funding in late 2006 to early 2007. This is a key reason as to why they have been dragging the chain eg. taking 6 plus months to 'mandate' preferred finance arrangers and to organise ??? bridging finance.
