The West is so restrained.
Common sense would say - carpet bomb all sites used by Irans proxies the Houthis plus potentially useful sites - to maintain freedom of navigation -
but the Yemeni/Houthi "civilian" - more accurately "human shield" casualties that would be caused -
prevents the West from doing this.
