Why would Otto, who are cashed up, pay their debts to Swala, who are broke, then wait to receive payment from Swala. They have made a sound business decision to resolve both matters together and protect the shareholders funds.
Neither is it any fault of Otto or Great Bear that the Alaskan Government have a budget problem requiring them to delay some payments. This will be resolved.
