I don't think Rudd wants to fight this election over ETS. I don't think it can be explained in easy terms. Abbott's policy may have limitations too but it can be dumbed down so could be relatively attractive to the electorate. The ETS could be an albatross. Rudd is better off talking about other issues, I think he will win easily enough anyway. But if he doesn't deliver in the 2nd term it could get ugly because we will see tax rises to fund last year's generosity but no goodies, and "the spin will wear thin".
