For those interested I did some research on the US Electoral College. It is the EC that elects. It is the policy that the vote is in proportion to the popular vote. But some states are winner take all. That is what got T elected even though the popular vote favored Clinton by 2.5 M votes. There is logic to this arrangement as California and NewYork would control all. Members of the electoral college pledge to follow the popular vote and there is no constitutional requirement to do so. If they break their pledge they can be fined and removed - here is were it gets tricky. It is my understanding that their vote stands! But I am not totally sure of this. At least there is plenty of " wiggle room " in respect to the Electoral College vote.
