all you need to do is look at china's 2025 vision, if it succeeds and dominates those industries then game over for all other countries.. I'm pretty sure regardless of who will be in govt across most western govs, they'll see China's dominance in those fields as not good..
So yeah I'm pretty sure that even if biden wins, Dept energy, DOD etc they'll all be pushing for controlling those chains important for non reliance on china..
and same goes for most EU/Asia govs too .. The stakes are too high for china to dominate those industries...
