Yes it makes sense. They cannot allow China to be in this super dominant position by 2025.
But I will be 100% sure when Joe Biden will follow the Trump's executive order which was signed a months ago. Remember it was Barack Obama and Joe Biden as vice president who sent most of the USA business to China many years ago.
