The EV revolution is already happening. Car makers all over the world are including Ev's and hybrids in their new lineups. Billions of dollars has already been spent and billions more is pouring into this new technology because the research has indicated this is the way forward for global transportation. Volkswagen alone has said they will invest $50 Billion in developing EV's, self driving cars and mobility services. China however, will be the big driver of EV adoption globally as their government is subsidising manufacturers with the aim of dominating global vehicle manufacture.

The argument that the benefits to the planet are negligible have current validity, but increasing contributions by renewables and battery storage (especially powerwalls) , coupled with increases in battery efficiency will see real gains.

ICE's will probably exist for some time to come, and other technologies such as Hydrogen Fuel Cell Vehicles will take some share of the change in transportation, but it has GLOBALLY determined that EV's and battery technology is the step forward for the planet.
