IMO, there's plenty of options --- I thought getting a reading off the car for power fed in or hours run or kilometres run - which had to be given in when rego was paid could do it - that way, doesn't matter where the power is sourced.
Also, certified cables only to feed the cars -------- if they don't come to Australia fitted - just retro fit when here - like the immobilisers in WA were.
