I didn't get it wrong.
Work out how fast you need to go to maintain an average speed of 28km/h if you spend time speeding up and slowing down at traffic lights plus 3-4 minutes stationary (if you are lucky) at the lights......Plus the connector roads throughout the city are 70-80km/h.
