Probably D, with a hint of E. I have a sentiment that it's a bit pointless and counterproductive in Australia until we decarbonise electricity and rapidly expand our electricity generation to include nuclear power, as we're currently increasing our fossil fuel consumption greater than we're replacing it. If we start allowing nuclear power already, then I'm definitely more towards D. The 'D' needs to also allow for future electricity household and network regulations to allow car batteries to be grid connected, where they can give back to the grid at the owners' gain.
With regards to the Tesla fans here, I doubt anyone will tell you to your face that they don't like test driving your tesla. You have to admit that there are serious ethical issues and anti-competitiveness from Tesla. Case in point:
