I'm an electrician bomber and yes it does seem expensive, but it may do with the degree of difficulty with the job. It sounds simple but sometimes the cable run can be difficult depending on the type of dwelling....
I've been mates places who have put down lights up themselves, I pop down a light and check the cable run in the roof, cable selection, even the terminating of the cables and straight away you can tell it was a home job. Say bye bye to your house insurance if anything was to happen...
Get another quote and ask for a certificate of works (depending on what state your in) so that's your 'insurance' if anything was to happen.
