If you've ever been to PNG you will know that China doesn't create any jobs. it brings all its own workers, plant, etc. But give them a decade and they'll be out of there. You need to be a special breed to live up there and the Chinese will cut and run (wisely in my opinion). Why Oz spends billions in aid is unfathomable, as it goes to the political elite and the citizenry still live in the Stone Age.
