That was a link to a story from a few years ago when the ability of big batteries to respond to grid frequency changes was being learned about. The battery response was quick and short but wasn't the only unit to respond. So the battery was part of the response. Since then even more batteries, synchronous condensers and faster acting gas powered generators have been added to the grid to stabilise it as coal generators retire.
