The energy companies (bless their little socks) are regulated by the state governments and probably have far less discretionary power to increase costs than the state goverments ever had.
Indeed as I have previously posted the state governments were aware of pollution and its effect on us a long time before they sold the enrgy companies off.
Now the state governments can sit back like Pontius Pilate and say not my fault.
Its kind of like construction companies in remote areas. They realised it was better to use subcontractors to supply accommodation and meals and then they had someone else to blame when the workers complained.
