Something is holding up the works, im sure the Victorian government would like some involvement as utilizing the resource has been on the agenda for years as well as emissions, port, infrastructure etc
The VECCI are behind cleaner coal and exporting it
The federal labor government signed it off
Last we heard from Tincom they were happy
The Carbon Tax adds demand

Then theres China India etc
