The bare bones of Baileau is that he doesn't have the ticker for leadership like Kennett did. I'm not endorsing Kennett (before you all jump on me) he was terrible for Victoria but he would have got some action fast on this one.
Just don't listen to rampers who believe this government have got a plan for carbon reduction and will be a savour for ESI.
