because why should you pay tax on a property where you live goes up for sale? lets say you own 1 home, which you live in, you want to upsize, or downsize, you already have to pay tens of thousands in real estate and other fees, then, when you rebuy you're up for a whole extra set of fees, stamp duty, LMI etc
if you were charged capital gains on a property to move, it could cost you upwards, (or even over depending on how long ago you bought) 100k just to move...
