Commercial in this context would be based on the economics of recovery and sustained production, and then assuming the general market pricing mechanisms for delivery and sale of the resource to clients. Then, if declared as a commercially recoverable resource, looking to cement clients for long term agreements to develop a commercial offtake.
OR...selling the resource on to a company or companies who have the client base and the money and ability to develop it.
We dont need to have offtakes in place to determine if the resource is commercial or economically viable.
