The issue with a, say BP, swap is about where the gas comes from. The legislation is based around the location, so Beach can export from Waitsia as that has export approval, but not from Beharra Springs; the only way they could is swap is if one side of the swap is from acreage that already has approval to export. In the example you gave, if BP had an onshore resource that they wanted to export, they would have to swap it for gas that they are already able to export.
