Surely they would have had this all ironed out by now?

If they can't get a good deal out of Ellume they are better off walking away than providing this to them for nothing while they rake in Billions.

The same for these Battery collaborators, they just need to get one across the line as use that as leverage and maybe start asking for some commercial arrangements to go any further rather than the old line of further testing.

They have the cash in the bank now, now is the time to employ a good negotiator who has a proven record of closing deals.
