Both BHP & Rio have been saying for over five years that copper is going to surge in demand against dwindling supply. BHP's takeover bid of Anglo American has been years in the making. I bet they wished they'd gone for it 12 months ago, not just as copper hits all time highs.
EM2 are nimble at this size, with years of development works already in place they could be mining within months of the decision to go ahead, if governance and approvals are in place.
