There is a conspiracy theory, not mine but a poster at another site, suggesting a possible scenario that when WPL bought COP Senegal, they also bought the debt as well, that is why the disclosed price is so cheap. He suggested the debt is in the order of 300 mil and that makes the price at about $6/b.
