Malcy is a very well respected person in the industry and hence his word is based on more than HC style chit chat. I am inclined to believe what he is saying. Check out his record and comments on FAR in the past. Also more importantly, he talks to a lot of people in the game, that's his job to be credible.
FAR by virtue of the sensitivity of the subject, will of course not confirm it. Secrecy in negotiations is part of the business. Remember the "tight hole" policy and having an commercial advantage?
