We don't know what the JOA entail.
Let's assume commerciality is declared. Up until that stage Petrosen remained to be a freecarried JV partner... No PE rights. On DOC they become a contributing partner and must pay their portion of development. They also can opt in for another 10% (I think it's 10%)taking them to 20% so they'll already be sitting with fair chunk.
I strongly doubt that they would have a PE right in respect of the current COP/WPL deal because those PE rights only attach to the JV partners who were entitled to PE rights under the JOA at the time the deal took place.
Once they contribute as part of the JV team in the development/production phase, they should be entitled to PE rights like all other JV partners in event that one JV partner wishes to sell.
BUT... for certain specific reasons, anything is possible...
