Mr H. Company take overs are not uncommon, pretty normal. The government would actually be departing from normal if they provided written approval in a takeover situation - see extract from Section 29.2 of the Senegal model JOA below particularly the last line regarding the ministers actions. It would seem to me this is exactly what happened - normal. After FAR threw in the dispute notice the government asked parties to resolve their dispute amicably, seems pretty normal to me.
