POZ succeeded where MAK failed is because of the slurry pipeline. STB is only 80km from the coast and beats POZ 220km distance. IMO, a slurry option will handle 10mtpa better than a rail system. Also, a slurry pipeline can be directed to a new, more convenient new port; whereas the old rail system may need to end at the old port.
The end result is a low capex (open pit) and low transport cost $3/t (slurry pipeline) will leave the competitors for dead.
