... absolutely not ... 'if' that is the indictor then that tank maybe at capacity [you definitely should know why, but clearly you do not]... perhaps it's a float or magnetic gauge as this heavy-crude makes near impossible to read a sight-glass after one load ... or it's the high-level marker.
