Cannot see how i am downramping - if that is what you are suggesting. I am not commenting on the sp moving one way or another - I am just making what I see as s sensible suggestion on an issue which we all should be concerned about.
If NWT did get such a contract they would not be given the cash in hand- no doubt it would be paid straight to the provider of the satellite. if the government were to go for this idea, it would not be hard to get the backing for the other 1/2 of the funding. It would also be subject to a contract which would limit what NWT could do with it. It is about time this country had one or two satellites of its own. NWT is well positioned to be involved in this type of venture
as they have the appropriate infrastructure for its use - ie satellite dishes around the country.
