I can't help but think that the timing of all of this is payback from the minister. I recall he was pretty upset when we started throwing around start dates, probably because he thought we were putting pressure on him. By timing it to the end of the quarter (the date having been set when the psc was formed around that time) the govt saves face by announcing in the period stated, but means that the timing is too late for nc to save his face. Anyway just a thought.
