This won't affect stratas managed by lpe they already have an embedded network manager, because they are the embedded network manager, this will affect places where an embedded network exists without a manager (as determined by the AEC) so LPE can come in as manager for these places. This is my interpretation of that paragraph, could be wrong but it doesnt make sense otherwise
