The problem with California's legislature and why they are so slow with making changes could be due to this. The Cities and the state differ in their measuring standards of groundwater by up to 10 times. I quote the article: “That makes it difficult to implement programs to conserve water and deal with this crisis.”
In this regard, China is indeed moving faster than California.
