If the savings in power costs are less than the borrowing/repayment costs??....then the system becomes a no brainer for any local rural council, along with the improved odour control, noise control and better quality waste/recycled water....ie. current systems are replaced, not because they have to be but because it's not just better but it actually allows councils to spend some of their budget elsewhere.....roads, parks, etc....,
