i wouldnt bet on any capping or suppresion for a raise.....when Carl needs to raise, its usually a private affair, so brokers arent involved, and a 6% fee isnt taken. His history suggests that any raise is purely enough to continue with activities until a deal is done, the board hold a lot, mostly from being paid in lieu of fees, and dont want to be diluted, they are trying to keep this a "family affair" until payday....
Having said that, i wouldnt rule out a small, quiet raise of a few hundred K to cover forward expenses such as paying for the 3D data
