The appendix 3B was about issuing new shares to alchemia employees and exec's under the Alchemia Limited bonus scheme - not an employee exercising options at 47 cents (you may want to read again).
In other words acl management gave themselves an early xmas present in distribting 525,000 shares amongst each other.
