The processes are quite complicated apparently. I remember there were 4 months between the announcement of the 2 new hospitals for the pre-validation trial (Royal Melbourne and Liverpool) and the staggered commencement of testing - initially at Liverpool.
Scott announced March commencement only 3 weeks ago so he must have been very confident of imminent commencement at at least one hospital.
