I think you're all confused. Interest rates did not increase. Yields did. Yes, the amount that you are paid as the holder of a bond increased (so technically the interest did), but the amount of interest paid to a bond holder is different to Interest rates in the general market sense. Interest rates in the U.S. and the rest of the world did not increase, bond values fell which increase yields.
Quite opposite to the 1987 crash, this signals confidence in the market (people are pulling out of the safety of Bonds, Bills and Notes). It is a sign that equities are about to go up. That money is moving into equities at an accelerated rate.
