Speculation Only:
Shell squeezed the life out of NXS and picked up 80% of CRUX for no cash, and now the minority party (soon to be 3%/Osaka Gas) is going to squeeze the last bit of life out of NXS by holding out on the deal until NXS gets Osaka Gas off the hook for the M&DC case leveled by SEDCO.
It is hard to win these days, the Majors can put you over a barrel, and a smart minority holder can have just as much power. Its all pretty simple really.
