Iv'e posted comment on here before in reference to decision making, why do think a decison can't be made as caretaker mode government has nothing to do with general operations of government departments. As far as I have read there is no reason, as it is not a major policy change or expendiure, budget decision etc. It's just giving the tick to producing more power.
