Under the assumption that the company continues to make progress, and that progress adds value, and that the price eventually reflects some of that value then no it's not at all the same thing. Shorts need short term weakness, a stock to be overpriced, or an increasingly devaluing company to come out on top. Those that bought in the 3's and 4's just need the value of the company to be greater than 3 or 4 and the price to eventually reflects that.
