why? TPM are making plenty of money still regardless of what NBN Co are doing, and even if :
1. NBN Co beat them to the punch (ROFL) or
2. Loopholes are closed (possible)
3. Other ISPs decide to try it on (possible)
The end user or business still has to pay one of the ISPs for internet access, and guess what, if its TPG or even IIN, TPG wins again by getting more customers or a higher share price from their stake IIN.
If Malcolm doesn't close the loophole, then it's more likely that NBN Co will just offer to buy the infrastructure TPM has laid for an inflated price so that they can say 'look how quickly we did this!' worked for IIN/transact.
