Well I remember seeing similar activity on the downside before they announced delays in SWERF. Perhaps they have some positive news to come... they've been quietly working on it for 2-3 months now and the directors bought more shares at 4.50.
It's prospective PE is around 20 and if SWERF works we'll see at least double in my opinion... anyhow, still a volatile stock so buy at your own risk!
