Check page 220 of the AEMO Draft ISP Appendices. This is the 'scorecard' for the Renewable Energy Zone that contains KPH and the proposed KWF. Wind resouce quality is estimated to be excellent as you pointed out. It would seem silly not to develop the wind farm given the extra capacity on the transmission lines when KPH and KSF aren't generating. All three together would better utilitse the transmission infrastructure.
