Commercial use for Sydney CBD, but interesting read and recognition of a few issues re decentralised energy and the role of fuel cells. A pdf so can search 'fuel cells' if you don't want the lot. The "Twelve Enabling Actions" are particularly interesting from pg 37 onwards.
