The national socialists of pre WW2 Germany certainly targetted the Jews wealth and as I recall that in order to leave Germany they had to pay an exit tax that probably would require many to liquidate whatever they still owned at firesale prices...
Also many Jews, thinking they would be safe in neighboring countries, managed to pay up and move to France, or Belgium only to be rounded up for extermination by the national socialist genocide machine at a later stage...
What savagery and barbarity of national socialism as it happened was not something that could even be imagined as possible.
Many people would have just discounted whatever stories they heard as exaggerations and scare stories and so were caught completely off guard as the national socialist death machine progressed from systematic harrassment to systematic slavery and eventual genocide...
